Housing is at the core of vibrant communities, supporting industry, job growth, and institutions. As communities change and grow over time, the City of Millersburg must plan for housing to meet the needs of current and future residents.

Housing is one of the key topic areas in the City’s Comprehensive Plan. The Comprehensive Plan is the City’s leading policy document regarding land use and development over a 20-year planning horizon. It includes goals and policies that are codified through the City’s Development Code, zoning map, and other regulatory tools over time.

The City’s existing Comprehensive Plan was created when the City incorporated in 1974. Since then, the City has grown and the goals and policies in the Housing Chapter are out of date with current trends and forecasts.

The purpose of this project is to update the goals and policies of the Housing Chapter of the Comprehensive Plan to address housing needs, as identified in the City’s draft Housing Needs Analysis (HNA) and community priorities.

It is anticipated that the project will establish all-new housing policies for the City of Millersburg designed to:

  • Help the City stay consistent and compliant with Statewide Planning Goal 10.
  • Ensure an adequate supply of housing exists to accommodate the 20-year residential projections.
  • Address housing needs as identified in the HNA.
  • Create policies to potentially remove barriers and implement baseline standards assuring housing will be of high quality.
  • Create policy to help carefully foster greater, more affordable development in a way that the community is comfortable with.
  • Identify and employ implementation tools that foster the goals established by the community.

In 2021, the City of Millersburg received a grant from DLCD to begin this work. This project is estimated to be completed in August of 2022.
